Formed 1.4.41 in Voisin, near Rambouillet from Stab/Flak-Regiment 129. On 22.9.41 redesignated Stab/12. Flak-Division.
Reformed 7.44 in Stuttgart (as 9. Flak-Brigade) from Stab/Flak-Regiment 75, replacing the 20. Flak-Brigade. Organisation 1.8.44:
- Stab/Flak-Regiment 68 (o) (Flakgruppe Karlsruhe)
- Stab/Flak-Regiment 96 (o) (Flakgruppe ?)
- Stab/Flak-Regiment 139 (o) (Flakgruppe Stuttgart)

Stab/Flak-Regiment 96 (o) was disbanded in 9.44, and was replaced by Stab/Flak-Regiment 130 (o).
In 10.44 renamed Stab/28. Flak-Division.
Reformed 1.45 in Holland (as 9. Flak-Brigade) from Stab/20. Flak-Brigade z.b.V. Saw action at Huis ter Heide. Remained in Holland until the end, and was also used in ground combat.
