Formed 1.12.39 in Luftgau XI (Westwall), but moved to Mönchen-Gladbach (Luftgau VI) a few days later. In early 1940 to Rendsburg (Luftgau XI), and in 5.40 participated in the attack on France (5.40 - 6.40 known as Flak-Brigade Wagner) with:
- Stab/Flak-Regiment 40
- Stab/Flak-Regiment 45
12.40 at Fontenay-le-Comte on the Atlantic coast, but in 3.41 moved to Paris. Apparently remained in Paris until 5.42 (although it might have moved to Darmstadt already in 1941), when it moved to Ploesti. Left Ploesti for Darmstadt 17.11.42; 12.42 with:
- Stab/Flak-Regiment 29 (o) (Flakgruppe Frankfurt/Main)
- Stab/Flak-Regiment 49 (o) (Flakgruppe Mannheim)
- Stab/Flakscheinwerfer-Regiment 109 (o) (Flakscheinwerfergruppe Darmstadt)
- Stab/Flakscheinwerfer-Regiment 119 (o) (Flakscheinwerfergruppe Frankfurt/Main)
- Stab/Flakscheinwerfer-Regiment 139 (o) (Flakscheinwerfergruppe Darmstadt)
On 1.3.43 redesignated Stab/21. Flak-Division.
Reformed 25.8.44 in Stettin-Pölitz (as 6. Flak-Brigade) from Stab/Flak-Regiment 172 with:
